Looks like this bug revolves around players changing starting zone after deading. If you do this your account gets locked out from rejoining that server shard. You will always get host connection timeout and failed to join pop up messages.
Hopefully the developers will patch up this issue and free all the tied up accounts. Many players are currently stuck so this will most likely be high priority to fix.
One thing I would suggest for anyone having this issue is to do a network trace to the server you are trying to connect to make sure its not really a networking issue.
Here is a quick way to do that sort of a task.
- Open up task manager
- Click on performance tab
- Click on open resource monitor
- With Atlas client running and attempting to join a server, go to the network tab, select the atlas process and then look at network activity for the IP address of the server you are trying to connect to
- Take that IP address and do a tracert, see if it routes correctly.
